Prioritize engagement first, adjust rates later: Sabah DCM delays new by-laws, citing excessive increases

BEAUFORT, Feb 8 — The Local Government and Housing Ministry has finalized updates to all related ordinances, including the premises by-law. However, Deputy Chief Minister II Datuk Seri Dr Joachim Gunsalam announced a delay in its implementation.

Gunsalam explained that while the current rates are too low, the proposed hike is too steep. To address concerns, all local government authorities (PBTs) must first engage with stakeholders before any changes take effect.

Financial management remains a major challenge for PBTs, he noted. He also stressed the need to create new positions to enhance service delivery, adding that the ministry will provide support where possible. Strong financial standing will enable PBTs to expand their workforce.
