SINGAPORE, Feb 20 — The Singapore Court of Appeal has granted a last-minute stay of execution for Malaysian death row inmate Pannir Selvam Pranthaman, just hours before his scheduled execution today.
Judge Woo Bih Li ruled that the stay would remain in effect while Pannir Selvam’s Post-Appeal Applications in Capital Cases (PACC) application is reviewed. This application, under Singapore’s Supreme Court of Judicature Act, allows prisoners who have exhausted all legal avenues to seek further review.
Pannir Selvam, convicted in 2017 for importing 51.84g of diamorphine, was sentenced to death under Singapore’s strict drug laws. He was denied a Certificate of Substantial Assistance, which could have given him a lighter sentence.
The judge considered Pannir Selvam’s pending complaint against his former lawyer and an ongoing constitutional challenge to Singapore’s drug laws before granting the stay. Pannir, representing himself, now has three days to submit his formal PACC application to the Court of Appeal.
Singapore’s PACC Act, introduced in 2024, allows death row inmates to seek post-appeal reviews, but only if they obtain court permission. The final decision on Pannir’s case now rests with the Court of Appeal. — Bernama
