The package must still pass the House and be signed by the President.
Senate Democrats have sought guarantees on healthcare, including extending Affordable Care Act (ACA) subsidies, with a separate vote planned later. The shutdown has disrupted federal workers, food aid, parks, and air travel ahead of Thanksgiving.
